It will be deplorable if through some ill-judged act of high-handedness on the part of Chinese customs prospect of a satisfactory settlement is once more marred.
You are authorized to lobby Maze in such way as you think most opportune. I certainly think it mos unwise that, presumably basing himself on the assump- tion that he has the support of government department at home, he should start off by rostulating something impracticable to Hongkong, thereby he cannot possibly agree to (gr.undec.) that can lead nowhere but to quite unnecessary friction.
